Stupak of Michigan Substitute amendment - On Agreeing to the Amendment

H.AMDT.74: An amendment in the nature of a substitute to provide that at least 60% of the funds authorized in the bill be allocated to juvenile crime and drug prevention programs. The amendment would authorize funding to localities for construction and operation of juvenile detention facilities and implementation of programs that establish alternatives to incarceration. The amendment would require judges to decide within 90 days whether to transfer a juvenile to adult court, and increases the penalties for the transfer of handguns to a juvenile or for possession of a handgun. The amendment would direct the Attorney General to evaluate the effectiveness of federally funded programs for preventing juvenile violence and substance abuse. (Rep Stupak )
